It's generated when you ask for it, with a Generate button.
It is not advice. It carries a standard disclaimer saying so, the same one everywhere it appears. It also has limits: it doesn't see your cash, property or other assets, so it describes the investments in the app and nothing else. AI report generation is part of Investor Pro, which is coming soon.
